Rep. Vargas Thanks President Duterte for Pushing for a Disaster Resilience Department
Quezon City Rep. Alfred Vargas thanks President Duterte for giving Congress a marching order to pass a law creating a department of disaster resiliency during the State of the Nation Address 2019.
“It so happens that this month is National Disaster Resilience Month and I have just filed my disaster resilience department bill which includes a mandate on alertness,” Vargas said.
In the 17th Congress, the House of Representatives was able to approve on third and final reading HB 8165 establishing the Department of Disaster Resilience.
HB 8165 was sent to the Senate on October 2, 2018, but for lack of material time, the Senate was unable to approve its own version.
“With 160 first-termers in the 18th Congress now, they would naturally want to have their say on legislation during committee hearings and plenary debates. But I am hoping the Disaster Resilience Department bill will not encounter delays, especially now that it is certified as urgent by President Duterte,” Vargas said.
Vargas stressed that the country badly needs a Disaster Resilience Department with strong working relationships with local governments, “because many of our LGUs, including ours in Quezon City, are disaster prone.”
“In our disaster resilience bill, we also involve civil society organizations and set parameters for evaluating the department’s programs,” Vargas said.
